Branded Calling ID™ is the only industry-led, standards-based Rich Call Data (RCD) ecosystem engineered to be secure-by-design and to deliver trusted, branded calls nationwide for enterprise businesses. It is built on in-band, end-to-end cryptographically signed calls leveraging STIR/SHAKEN to convey Rich Call Data (name, logo, call reason) to consumer smartphones. John Marinho, VP Technology and Cybersecurity, CTIA

John is Vice President of Technology and Cybersecurity at CTIA. He leads efforts to help the wireless industry secure its networks and devices against cybersecurity threats, implement industry technology programs, and advocate for sensible and practical regulations based on industry led solutions. He founded the industry’s Cybersecurity Working Group (CSWG) and serves as CTIA’s primary leader with government agencies on cybersecurity. During his tenure he deployed national technology programs for secure branded calling, contraband device interdiction, anti-theft device security, the Location Accuracy Industry Test Bed for 911 services, the 5G Security Test Bed and the IoT Cybersecurity Certification program.

He holds the Bell Labs President’s Award for Innovation and was awarded several Bell Labs patents in the field of wireless network optimization, network design and RF technology. Marinho is the retired Chairman of the TIA TR45 Standards Committee and is the recipient of the CTIA and TIA Industry Service Award for his efforts in setting wireless industry standards. He holds degrees from the Rutgers Graduate School of Management and the New Jersey Institute of Technology in electrical engineering.


Mary Clark,President and COO, Numeracle

Mary Clark is an accomplished executive with 30+ years of experience in technology, media, and telecoms companies. Her roles have centered on driving growth in small to medium-cap organizations running P&L’s, product management, marketing, and strategy for technology service providers to enterprises, telecommunications, and mobile operators. She is currently the President and COO at Numeracle. CMO at Brivo,. Prior to Numeracle, Mary served as the CMO at Brivo and prior to that, served as the Chief Product Officer and Chief Marketing Officer for Synchronoss.

Mary is currently a board member of CTS, Industry Advisor for Astra Capital Management and Lynk Global as well as an Executive in Residence of Progress Partners.


Joe Scarpelli, President and CEO, Quality Voice & Data, Inc.

Joe Scarpelli is the President and CEO of Quality Voice & Data, Inc., a leader in Reputation-Based VoIP telecom and contact center solutions. With over 20 years of experience in the telecom and engineering industries, Joe specializes in delivering innovative communication solutions, including VoIP services, contact center technologies, and custom dial strategies. Before joining Quality Voice & Data, Joe spent over a decade at CTC TeleServices, where he developed strong client relationships and led the launch of a Contact Center Dialing Platform. Prior to his work in telecommunications, Joe held a position as Lead Mechanical Engineer at Sargent & Lundy, where he led major projects in fossil power generation and plant design. Joe is a Bradley University graduate with a degree in Mechanical Engineering and held a Professional Engineering license. He is also an active volunteer with the Boy Scouts of America, serving as an Assistant Scoutmaster and High Adventure enthusiast.

With 20+ years in telecom and engineering, he has pioneered VoIP services, contact center tech, and dial strategies. Daniela Villamar, Product Manager, NumHub

Dedicated to helping businesses understand, adopt, and benefit from BCID™. As Product Manager at NumHub, Daniela focuses on building solutions that simplify branded calling, making it easier for OSPs and enterprises to navigate the ecosystem with confidence.

Her work is centered on enhancing user experiences, streamlining workflows, and ensuring that BCID delivers real value to those who implement it. She believes that technology should not only be powerful and efficient but also intuitive and accessible—allowing businesses to leverage BCID™ to improve trust, engagement, and call authenticity.

Born in Guatemala, Daniela holds a degree in Computer Science, blending technical expertise with a deep understanding of business strategy. Her background in digital transformation and product strategy allows her to bridge the gap between technology and real-world user needs. She is passionate about collaborating with businesses, associations, and industry partners to drive innovation, solve industry challenges, and develop solutions where everyone wins.


Michelle James, Vice President, Strategic Industry Programs, CTIA

Michelle James, a graduate of the University of Texas at Dallas with a degree in Economics & Finance, has over 20 years of experience in the wireless industry. Since joining CTIA in 2018, she has led key initiatives that foster collaboration and drive industry services across the wireless ecosystem. Most recently, Michelle played a pivotal role in launching Branded Calling ID (BCID), a program designed to enhance customer trust and brand visibility through branded caller identification. She also leads the Reverse Logistics & Service Quality (RLSQ) efforts, which deliver uniform grading scales, certified repairs, and standards-based service quality for device repair.

In addition, Michelle was instrumental in launching the “IoT Network Certified for Smart Connected Infrastructure” program, which establishes industry-driven cybersecurity standards for IoT devices, ensuring secure and reliable connectivity. Her leadership in Smart Cities initiatives further empowers communities in their connected journeys, fostering collaboration and innovation across the sector. Michelle’s work continues to drive progress in the wireless industry, blending strategic vision with a deep commitment to enhancing service quality, cybersecurity, and the connected future.
