[SIPForum-techwg] Recommendations update

I have made some small revisions to the Recommendation that covers  
the topic of how Recommendations themselves are created in the SIP  
Forum.  These recent changes are based on experience with how the  
SIPconnect Recommendation has, and continues to, advance.  A change  
summary is:

- 2.5 (add):  Add an expiration date for Working Drafts.
(Due to addition of 2.5, remaining section numbers below refer to the  
NEW section number, which is one minor number higher than the old,  
e.g. 2.6 here is "old" 2.6)
- 2.8:  No limit on time Recommendation can remain in "Proposed"  
status, but Task Group Chair may need to periodically re-certify to  
WG chair that Recommendation should not be abandonded;
- 2.9: All "must" items in Recommendation must be shown as  
implemented in pre-adoption implementations
- 2.10:  Process for how changes may, or may not, be added between  
"Proposed" and "Adopted" state.  Extensive changes.
- 2.11:  Corrections in titles of roles making motions
- 2.1.2: ditto
