If Acme has some means available (e.g. ENUM, static configuration, etc.)
to route calls directly to Bozo, then I see no reason why it can't (or
shouldn't) do so without involving the SP. I would, however, consider
that to be out-of-scope for our specification. That said, I do think
that that the SP should be able to handle calls between two
Enterprises..
