I think the same applies to any addresses in Record-Route headers.  If
the path is something like:

  UA ---- P1 ---- P2 ===== SP

where P1 and P2 are proxies within the enterprise and SP is the service
provider, then if P2 has added its public address in a Record-Route,
there is no reason why it should translate any Record-Route added by P1
to a public form (indeed, there is no reason why any public form need
exist).
