Compared with other transaction,INVITE transaction is a long process. The Provisional responses 1** act as an early feedback message. It informs the UAC that the INVITE now is handling and in that way to stop the UAC retransmitted  the INVITE with intervals. Anyway if the UAS can response in 200ms,it should send the 1**.
