[SIPForum-discussion] sip testing and ACATS Conformance TS

Unlike the standard ACATS SIP conformance test suite, the tests in SIP
extensions test suite were not defined by ETSI, however, they mimic the ETSI
tests.  I am not aware that ETSI has any test specifications for the SIP
Extensions.

In the SIP Extensions test suite, HV stands for Header Validation.
